General Rules
1. This is an ongoing pool. This means that the players you choose in the first draft could feasibly be on your team in year 2016. Everything possible is being done to ensure that everyone in this pool is extremely knowledgeable about hockey, and extremely serious about hockey pools. I don’t want people quitting after three years just because they’ve done poorly. Suck it up and rebuild! Sure it costs money, but it’s not about the money, it’s about fun (and bragging rights).
2. Ideally everyone will be in this pool for decades, but there will be times when people quit. When this happens, the original owner may sell his team to another individual with approval from the other GM’s. If the owner abandons his team anyone interested in joining the pool will submit bids to me, sealed in an envelope, by a deadline (August 1 every year). The minimum bid is $20. All earnings made by the league from expansion and sold teams will either go to the next season’s winnings for top teams or be evenly split among the GM’s. This will be voted upon by the GM’s.
3. At any time, if there becomes a rule that needs to be ammended, or a new rule that seems necessary, it can be brought up, and put to the vote. A vote of greater than 50% would pass the proposal. However, all rules that pertain to scoring and roster size can only be altered in season with a 100% approval rating. Every year, prior to the draft, owners can submit proposals for rule adjustments or additions (of any kind). A vote of greater than 50% would pass the proposal.
Franchise Rules/Size of Teams
1. The league will start with 10 teams. As time goes on, the idea of expansion will arise. Expansion is not an issue at the moment but the topic may be brought up in the future.
2. Each franchise shall have a live roster consisting of 12 forwards, 6 defensemen, and 2 goaltenders. This is a minimum requirement of GMs to field a team.
3. Each franchise shall have a “farm team” consisting of 8 NHL players of any position to draw upon in case of injuries or lack of playing time. During the course of the year the farm team numbers may fluctuate (through trades or calling up prospects) but it must return to a max. of 8 players every July 1.
4. Each franchise shall have a “prospect list” of players from which to draw upon during the year to be placed on their farm team or live roster. There is no limit to the number of prospects (although they can only be drafted or traded for).
Franchise Rules/Money
1. The yearly franchise fee will be $56.00 due on or before the day of the draft. This includes team fees on poolexpert.com
2. If the money is not paid in full by the end of the draft a $10/month late charge will be added unless arrangements have been made. Absolutely NO transactions may be made by a GM that is still owing money to the league, even if arrangements have been made. If money hasn’t been paid by 3 months and no arrangements have been made the league has the right to take possession of the franchise and sell it to a new owner.
3. The winner of the league will get $350, runner up will receive $100, and Third Place will get $50.
Inaugural Draft Rules
1. Live Roster & Farm Team will be drafted.
2. This official draft will be held in June/July 2010.
3. There will be 28 rounds for which to pick 12 forwards, 6 defenseman, 2 goalies, and 8 miscellaneous players. Prospects may be drafted but at the risk of the GM. They can be put on the live team or prospect roster but lack of depth can hurt a team.
Prospect Draft Rules
1. A prospect is defined as any skater that has played less than 25 games or goaltender that has played less than 20 games in the NHL (and does have or has had his rights owned by an NHL team) at draft time.
2. The initial prospect draft will be held in conjunction with the roster draft.
3. The Drafting Order will be the opposite order of the roster draft for the first draft.
4. There will be a draft lottery to protect the integrity of the league. The bottom 5 teams will participate in the draft lottery. The exact results from the actual N.H.L. lottery shall apply to our lottery.
5. A prospect may only stay on a franchises prospect list for 4 NHL years for skaters and 5 NHL years for goalies.
6. A player will remain a prospect until he is dropped after 4 or 5 years respectively, or is called up onto a roster at any time.
7. The draft will be held every year online.
8. Appearance at the draft is not mandatory but EXTREMELY important for you to be at it. If you are unable to make it to the draft, you may send me a list to draft from (be careful with it though – if the top player on your list every time a pick comes is a goalie, for example, that player will be taken. Therefore, you could end up having too many goalies on your team and would have to take the necessary means to get rid of them such as trades, etc.) If you are unable to send me the list, you are free to choose the amount of players equal to the number of draft picks you own, after the draft is over. The reason I say this is to ensure everyone is serious about the pool. We all want competition and we won’t get it if someone does not take it as seriously as the rest.
Roster and Transaction Rules
1. Only players on a franchises “Live Roster” will count points towards the franchises standings. Players on “Farm Teams” & “Prospects” will be considered inactive and their points will not count towards franchises standings.
2. Franchises Live Roster and Farm Team must be submitted to the league commissioner no later than 1 day before “Opening Night” in the NHL.
3. A GM may drop an injured player (proved by injury report) to the Farm Team and call up a player of the same position. The player coming up does not become active for 3 days from the time the league manager is notified by email. All points gained by the dropped player stay with the franchise. None of the points accumulated by the farm/prospect player while on the Farm Team are added to the franchise. (E.g. Eric Lindros has 45 pts. and is injured. Franchise “A” drops him and picks up Mike Grier with 22 pts. The franchise holds onto the 45 pts but doesn’t add Grier’s 22 to its overall standings. After 3 days every point Grier makes is added to the franchises standings.) An injured player may be added back to the Live Roster WITHOUT the 3 day penalty.
4. A GM may also drop a non-injured player to call a more productive player up from the farm with the same 3 day waiting period. All points explained in rule 6c. apply to this player except for one. A non-injured player dropped to the farm must stay there for a minimum of 3 weeks. This is to ensure a general manager is not “Game Counting”.
5. A GM may also call up prospects onto the Live Roster. Once a prospect has been called up to the Live Roster he may NEVER go back to the prospect list.
6. If a GM puts an injured player on his farm team and then returns later, the healthy player being put onto the farm does not have to wait 3 weeks before he is eligible to return to the lineup.
Trade Rules
1. Any assets may be traded at anytime during the year.
-Draft picks for the next 2 years may be traded (e.g. During the 2010-11 hockey season the 2011 and the 2012 draft picks will be tradable picks). On Draft day the next years draft picks will be available for trading.(e.g. On the day of the 2011 draft the 2013 picks will become tradable at 12:01am before the draft starts so on this day only there will be 3 years worth of draft picks available.)
2. Trades will be allowed to the NHL trade deadline date during the season. Trading may resume at the end of the regular season. Trades may be of the 2 for 1, 3 for 2, or any other numeration that may allow a franchise to have more than 8 farm players or unlimited prospects. They may acquire and use these bloated rosters but they will be returned to normal by the unrestricted free agent deadline of July 1 of any given year. (Rule 3b)

4. Points from trades are the same as call ups from the farm. Points are accumulated from the time a player joins his “New Team”. All points the player gained with his “Old Team” stay with his “Old Team”.
5. Buddy” trades will not be accepted.
Waiver Wire Rules
1. The “Waiver Period” shall be from Opening night thru to the trade deadline of any given season.
2. A free agent available for waivers shall be described as any player not owned by another GM during the 'waiver period' who has met a minimum games requirement:
1) Skaters must have played 25 NHL games
2) Goalies must have played 20 NHL games
The games played are cumulative over any number of seasons.
3. Not unlike the real N.H.L., we shall process waiver claims which would see the team with the lowest point total have first priority. However, if two teams are tied in the standings and they both have a waiver claim for the same player the tie breaker will be 1) lower amount of goals 2) lower games played 3) lower amount of shots 4) coin flip.
4. No matter how many players on a farm team a GM MUST drop a player to the waiver list to sign a free agent.
5. Waiver claims shall be processed on Wednesdays at 7am. A GM may put in an offer sheet for up to 3 players but only 1 player may be claimed per week. (e.g. Team X <9th> puts in an offer for 1 Daigle,2 Turgeon,3 Lindros; Team Y <6th> wants 1Daigle, 2 Lindros, 3 Turgeon; Team Z <5th> wants 1 Daigle, 2 Grier, 3 Lindros; Team W <1st> wants 1 Grier, 2 Lindros, 3 Daigle. Here is how it plays out. The lowest team <X> would receive Daigle. 2nd lowest <Y> gets Lindros. 3rd lowest <Z> gets Grier. Team <W> would not receive anybody for his offered players are all chosen. Turgeon would not be picked.
a. The “Free Agent Signing Period” shall be from the first Wednesday after and including July 1 thru to the Opening eve.
b. A free agent shall be the same as a Waiver Wire free agent. (rule 8b)
c. The Free Agent Priority List shall start with the final standings of the given year.
d. If a team, in any order of the priority list, sends the league a request to sign a free agent, and is successful, he shall then be sent to the bottom of the priority list.
e. If more than 1 team sends a request to sign the same player then the free agent priority order shall decide who shall receive that player.
f. Free Agent claims shall be processed on Wednesdays at 7am. Rule 8f shall apply to this procedure as well.
